HSI assists Colombian National Police in identifying, capturing 3 organized crime group members suspected of robbing and killing US citizen

WASHINGTON – The Colombian National Police captured three individuals, Nov. 4, for the alleged robbing and fatal shooting of U.S. citizen Gregory Stewart Owens, in the Marbella neighborhood of Cartagena, Colombia, Oct. 19.

The arrests were the result of two weeks of partnered investigative work between Homeland Security Investigations (HSI) Cartagena, Cartagena Metropolitan Police, Colombian National Police and the Colombia Attorney General.

“HSI Cartegena expresses its sincere condolences to family and friends affected by this tragedy,” said Attaché Brian Vicente. “Thanks to the outstanding work of Colombia’s law enforcement community and our strong partnership, the individuals who committed this terrible act will be brought to justice.”

The suspects, Juan Camilo Valoyes, a.k.a “el cabe,”; Wilmer Flores, a.k.a. “chatarra”; and David Junior Peréz, a.k.a. “el junior,” face various charges. The charges include, aggravated homicide; manufacture, trafficking or illegal transport of firearms; qualified and aggravated robbery, and receipt of stolen property.
